All Malware Is Theft And That's OK

The Hacking Team and NSA leaks have proven malware is always stolen and appropriated, not just by the "bad guys", but all kinds of hacker. That can't be stopped, and rather than try to prevent the spread of malware by imposing inane laws, the US government should embrace it with some more creative thinking.
